White spots inside foreskin. About.

For some time, i hv been developing white pimple like structures on the inside of my foreskin, starting from the edge of my foreskin. They are painless, but it feels like the skin is rough where the spots are, and like they have dried up. They are making my foreskin tight. I haven't had any sexual contact. I masturbate and hv poor hygiene down there. I am washing it regularly now with soap hoping it will recover. But it hasn't. It doesn't pain, but it has changed the skin color of my foreskin on the inside. The postules have turned white. It looks like white spots which are hard. I don't know what i am doing wrong. I was hoping it was due to my bad hygiene. But the spots have only Increased. They don't hurt, but just pulling the foreskin back gets tightened. Please let me know if this is not something to worry about.
