I am 29-year-old male. I completed 12th after 4 attempts. After that, I left studies and faced job terminations.
I have been taking treatment from a Government Psychiatrist for ADHD for the last 4 years. But I always felt my problems were more than ADHD. My doctor ignored this.
Recently, I checked my symptoms and they strongly match Dyslexia.
So I asked my doctor about PWD / UDID certificate for Dyslexia.
He told me I cannot apply now because:
I am not in school
School must give referral / observation letter for Dyslexia
My questions:
Is it true that adults cannot apply for Dyslexia PWD / UDID?
Is school referral mandatory, even for adults?
If not true, what should I do next?
Which doctor or test is required for adult Dyslexia certification?
Please guide.

As per my opinion, in such certification cases, a government hospital's doctor opinion and document is more validated
You must consult at Nimhans Adult Psychiatry Department for through assessment as details of past, childhood, adolescent whole personality assessment all needed
You must visit there with a reliable caretaker who can give details of your childhood for proper diagnosis

You can rightfully apply without school Referal too. Write a proper letter addressed to the medical board of a government hospital preferably one which is attached to a medical college and then get assessed for the same. Good luck
• Adults CAN apply for Dyslexia (Specific Learning Disorder) PWD/UDID. Being out of school is NOT a disqualification.
• School referral is NOT mandatory for adults. It is commonly used for children/students, not required for adults.
What to do next:
1. Get a formal assessment for Specific Learning Disorder by a Clinical Psychologist (with standardized tests).
2. Take the psychologist’s report to a Government hospital.
3. Certification is issued by the District Medical Board (usually Psychiatrist + Psychologist).
4. Apply for UDID with this certificate.
Who & tests required:
• Clinical Psychologist: IQ test + SLD battery (reading, writing, spelling).
• Psychiatrist (Govt.): Final diagnosis and referral to Medical Board.
Your doctor’s statement that you cannot apply because you’re not in school is incorrect.
