What is this on the leg

Asked for Male, 25 Years

Today I noticed that my skin was having a stinging sensation and the skin over there was a little shiny and become thin, why is this happening? Also while taking a course of doxycycline and sultamicillin i had seen this but had reduced, now again came up! Is this any fungal infection or something? Please help me m worried.
