Most Probably it's Hypertrophic scar..  At that point,any injury was there? Detail clinical history is required for further diagnosis and management

It can be hypertrophy of any scar or other. If it is hypertrophy scar then You can apply ointment or gel with some medicine and some compressive bandage .
