I think by cervix u mean vulva or private parts or labia ......yes its normal. . The treatment is to clean it few times a day

clean the area with plain water. dont use any local cream unless it is itching, in which case you must get it evaluated by gynecologist.

wear cotton underwear Avoid scented vaginal wash clean parts regularly with water at bath keep local hait trimmed wipe private parts from front to back and NOT from back to front
