I have noticed redness and swelling on the area where my baby was given BCG vaccine. He is 3 months old and was born preterm at 34 weeks. It's been 1 and half month since the vaccination, however the mark has developed now. It's also hard to touch. Is this normal?

Hello, this is normal immune response to BCG vaccination. This may subside by another month leaving behind a scar known as BCG scar.
No need to worry, get it evaluated by a Paediatrician.
