Your wife could have some kind of fungal or other skin infections, don't do self medication. Please go for a check up.

That may give her temporarily benefit but definitely not permanent solution... See there are many possible reason for itching and dryness. If her issue is due to some fungal or other microbe or due to excess kapha(mucous), then neem oil will benefit her but if itching is purely due increased vaat(dryness) or vaat in blood...then neem oil may worsen her issue
Next Steps
consult privately for proper treatment

Skin disorders have some deep etiology according to ayurveda, applying anything externally only may have symptomatic benefits that too for a short time. Your wife should chew 4-5 neem leaves and add haldi and tulsi in her diet. Now coming to the external application part, if she’s having dry skin, she should apply coconut oil with some naushadar added in it for a quick relief.
Next Steps
Consultation with ayurvedacharya to eliminate the root of the disease is always the best approach
Health Tips
Avoid dahi, mooli, aachar, foods having ajinomoto as a ingredient and fried food
