Although grade 3 mobile tooth is advised for extraction.  An IOPAR or Rvg image can better help in diagnosis of the oral condition , the amount of bone support etc. Considering your age, it seems that there must be some periodontal condition since you say that it's grade 3 mobile. Surgery and bone graft requires a lot of patience and maintenance of oral hygiene along with regular check up.
Next Steps
Must visit a dental clinic and get thorough check up done.
Health Tips
You can think of replacement of the mobile tooth with an implant.
