As the child grows his nutritional demands also increases Instead of giving formula milk twice in the night slowly increase the quantity of solids you are giving at each feed during the day & dinner. Add ghee generously in his solids that will keep him satiety. By doing this you can slowly decrease the frequency of night feeds Just check the quantity of solid foods you are giving.

Before he sleeps give him a fatty meal with ghee and sugar...like suji, atta halwa. If the child wakes up again and again it means he his hungry. Milk alone will not fulfill his satiety. So you have to increase his solid meals
