Tsh should be less than 2.5, while planning for pregnancy? But if your using thyroid medication, you can plan, check tsh once pregnancy positive and adjust dose accordingly!

Its High first control than plan for pregnancy.....ideal level between 2.5 -3  becoz TSH level impact on baby's IQ level

You can plan for pregnancy but thyroid levels should be 2.5 -3 so till then try to reduce levels with proper diet and proper dose of medicine
