though your question is not very clear I guess you must be suffering from recurrent throat discomfort and hoarseness of voice which gets aggravated by voice over use and drinking cold water. usually this is due to recurrent injury to your vocal cords leading to vocal nodules or laryngitis. you need to avoid excessive voice use for few weeks so as to give time for vocal cold to regenerate. also do regular steam inhalation, salt water gargling. you can consult nearby ENT specialist for examination of throat
