When Gall Bladder (pitt ki taili) is removed then there is usually digestion problem. He should avoid oily, fried food. These things are usually digested by BILE which is difficult to store after removal of gall bladder. PCOD doesn't causes digestion problem but it certainly causes it's own other problems.
I would like to know the age of your father. Gas medicine can be prescribed but since your father needs long term medication i will suggest homeopathy and aayurved.
Also hookah is one of the very cause of many problems. You have mentioned that he also takes budacort inhaler. His problems are exaggerated by Hookah. Motivate him to leave hookah.
Next Steps
Get an ultrasound done to know the latest status of PCOD and a blood test for Lipid profile.
