Stickiness in neck

For the past two weeks I have had sticky neck. How much ever I wash my neck within the next 10 min I get this sticky thing again. I sweat moderately and I never ever felt this before. I have used water soap etc . Even after I bath I get sticky neck in 5-10 min. How do I cure this ?
