It is very difficult to give steam in a 4 month old. Any steamer will do. Keep the baby at a safe distance from the steamer and give steam. There is risk of burns if you go very close

Saline nasal drops are a safer option. It is not only difficult to do steam inhalation with a baby but also dangerous as higher chances of burns injuries are there
