Small itchy red bump on arm

Asked for Male, 21 Years

I have a small itchy red bump that come and goes every few weeks. I have several scars from bug bites that I received a year ago and they are all on the my left outer arm near my bicep. The red bump shows up every month at least and shows up in the exact same spot.
