Skin problem in arms and legs for 8years

Asked for Female, 18 Years

Its been 8 years since i got something in my skin in my arms and legs. That's the part where my pimples grow. And mostly, there are black spots inside my skin that is visible outside. And it is like a hair that cant grow outside my skin. Because there are parts that i can pinch and a tiny hair appears. What is the best thing shall i do?
