Asked for Female, 20 Years

My skin has become really tanned compared to my body. I have a combination skin. Also, I have huge dark circles that are genetic. Can you please suggest some affordable products to establish a good skincare to help gain my complexion back and a product for my dark circles? I use Tretinoin 0.025% during the night and good amount of Sunscreen in the morning . I am 20 years old.
