I am 38 weeks pregnant and in latest ultrasound, one loop of nuchal cord around neck of baby is detected. Should I wait for labour pain and go for normal delivery or better to go for elective c section. My pelvic muscles are already tight as mentioned by doctor.

Theoretically you should wait for the labour pains. Till about 50 years ago when Ultrasound was not readily available the Doctor could never diagnose a cord around the neck and everyone was allowed a normal delivery. A Caesarean section was done only if the progress of labour was not satisfactory or some problem with Mother's or Baby's condition.
Now Ultrasound is available in every hospital and the patients complain to the Police for each and everything, the Gynecologists also play safe and order a Caesarean for even the most trivial issues.
