First of all let me wish you all the best in your recovery which started the moment you realised something is wrong with you
The symptoms which you described maybe due to two reasons
Shoulder issue maybe tendinitis or early stage of frozen shoulder
Neck issue may be some nerve getting pinched and causing what we call radiculitis
I feel whatever be the issue it is better you consult a local orthopaedic doctor as soon as possible as will need to investigate further in the form of xrays and mri
All the best for your recovery
