Tricky situation. She has taken the course only 16 days ago. Unfortunately the WHO Guidelines on the subject do not mention the time gap as being a factor to decide whether she should take repeat Course or not.  Please consult a General Physician in a Government Hospital because they follow all the guidelines very meticulously.
