Hi
Your description points towards a condition called "steatocystoma multiplex" in which blockage of oil glands on Scrotum leads to small white raised lesions which may become hard over a period of time. As Topical therapy is not useful, I would advise you to get them removed from a qualified dermatologist if they are bothering you otherwise can be left alone.
