It is a wart, caused by the human papilloma virus. It is infectious and needs to be removed. Removal can be done either by electrosurgery or by certain ointments.
Please visit a dermatologist at the earliest since it is infectious and can spread to others. If you wish to, you can also consult me online on Practo and I will prescribe the needful.
