Right eye is puffy

Asked for Female, 25 Years

Whom to consult if one eye is puffy? I have a right puffy eye, which is there since the last 3 years, genetically there is puffy eye and dark circle in the family, I have both, dark circles can still be concealed with a concealer but the puffy eye cannot be hidden. although if there is a painless treatment for both,I can consider.
