This could be skin tags. They have to removed by electrocautery machine. No medicines are available.

This is mostly a skin tag. It is a harmless skin condition that tends to affect people with darker skin. It consists of small, dark bumps that usually appear on your face and neck. While some people only develop a few bumps, others have many. It will have to be removed with electrocautery or lasers as no creams can remove it.
