One of my friend's left eye power is -14 and right eye power is -12. Is it safe if he go for laser surgery?

There are newer laser treatments which are tissue saving where treaent upto 15 d myopia can be treated.

For your friend ICL or IPCL may be better option, provided he fits into the criteria for that.
He should get his eyes examined and decide.
