Instead of searching for treatment.,Please prevent it by restricting the use of mobile .
In that endevor you too will have to restrict your mobile usage and have to spend sufficient time with the child in playing ,chatting and other physical activities.
Please understand the gravity of situation, dryness at this age may cause many other ocular problems ..
As of now you can do cold compresses and put some lubricant eye drops eg teardrops 3to 4times daily and ocupol.dx eye oint to be rubbed twice daily on lids.

Don't allow him to touch his eyes tell him not to rub his eyes
Avoid using mobile for long hours
Start eye drops Toba 4 times a day
And Ecotears eye drops 4 times a day
In both eyes for one week
Better not to allow him use mobile for long hours at a stretch. You can allow him say 15-20 mins 3-4 times a day. The redness can be because of excessive use of mobile. But to be on safe side start with these eyedrops.
(1) Left eye : Eyedrops Toba 1 drop 4 times a day for 5 days
(2) Both eyes: Eyedrops Genteal 1 drop 4 times a day for 15 days
Next Steps
If no relief after 3 days then better to do in person examination with your nearby Ophthalmologist.
Health Tips
Cold compress 3 times a day ( Can dip clean cotton in refrigerator cold water and keep over closed eyes for 30 seconds)
