Itching could be due to allergy to eyes. Lubricant alone won't be enough. Get an Ophthalmology consultation and anti-allergics may need to started. Eyedrops to start depends on his severity.

Allergic eye disease at this age is common.
If the disease is severe just lubrex might not help, we need to use anti allergic eyedrops like olopatadine also.
