Red spot on the penies gland.

Asked for Male, 34 Years

I have noticed red spot on the penies gland, visible once I pull back the foreskin. Its too sensitive to touch, pain not there while cleaning with water I can touch, when it is dry its sensitivity increases, please advice me.
