Hello. It looks like a hemangioma , which is extra blood vessels on the skin ( can occur on scalp as well). It usually regresses by itself as the baby grows old in years but you need to monitor it for any changes .
If you feel that its size or consistency is increasing, then consult your pediatrician.

Its a birthmark (vein malformation). It should go away slowly over few years. Visit a pediatric surgeon if it grows in size or other changes occur. Check it once a month
