Kindly visit clinic so we can see the skin problem in person to suggest . However could be regular dermatitis or even psoriasis or seborrhoea. Without examining you it’s hard to comment
Till then you can use some mild shampoos like sebawash- has to be diluted and applied- weekly twice .
Local creams I don’t want to suggest unless my clinic dermatologist sees your skin
