Problem in penis bud

Asked for Male, 24 Years

For more than 4 yrs im facing problem on penis bud...when move the skin on bud,in the bottom of the bud i find white color skin damaged like..even i clean with water daily..it forms daily..on touching the the bud it is so painful and irritating...give me a soluttion on this..
