Itching penis last 1 yrs

Asked for Male, 30 Years

My penis is itching last one year. I showed several doctors and I have taken many types of antibiotics (ciprofloxacin, azithromycin, cefixime etc) only got relief for certain times) even I have taken antifungal and anti allergic medicines but It did not give me relief permanently. Please suggest me what should I do.
