Prk preferred in low refractive errors as it os extremely safe
Lasik preferred in refractive error above -4D
Chances of getting glasses are less if pre operative lasik workup is done thoroughly and you fit into criteria for refractive surgery

LASIK is definitely better as it is totally painless and has quick recovery.
Though lasik is permanent procedure however a person may need glasses in future.
Lasik issues possible like flap related issues dryness corneal weakening etc
Prk issue possible is corneal haze etc but lesser dryness and stronger corneal and no flap related issues
Also other clinical criteria need to be taken care of after thorough examination
