From last one year i have red spots on my penis i consulted nearby urologist he gave me some meds probably antibacterial and one ointment using these spots goes away. I am never involve in sexual activity but i do masturbation when i do spots comes again when i use ointment spots goes away.

Likely recurrent balanitis/irritation. Since it keeps recurring, please get examined during an active episode to confirm the cause rather than repeatedly using ointments.

Since the red spots have been recurring for about a year and tend to appear after masturbation and settle with the ointment, local irritation or recurrent balanitis/dermatitis is a possibility. Friction, prolonged moisture, soaps or other irritants can inflame the penile skin, and balanitis can present with redness or spots.
