Hlo doctor i have a question can beta HCG value change even if I'm not pregnant first time t go for test value is <0.100 second time after 1 month I tested value is 0.72 both are negative but why they change or if they change means their is any risk about pregnancy or not ( periods are regular also)

The difference in the reading on two occasions is insignificant. It is something like seeing the monitor screen of a patient and getting worried why the pulse rate is changing so frequently.
You should be worried only if the reading changes from negative to positive (for pregnancy).
