Possible eczema
Can a skin rash in the pelvic area, with uncontrollable itch, and extremely dry skin which sheds and bleeds upon scratching be possibly a sign of eczema?

Yes. It can be a sign of eczema.
Are there similar areas elsewhere on the skin?
It can be a fungal infection, which has gone secondarily infected.
Would be able to help you when we see the pics of the area.
Use a mild soap like dove.
Do not use strong tubes like betnovate or quadriderm in that area.
