Possible eczema
Can a skin rash in the pelvic area, with uncontrollable itch, and extremely dry skin which sheds and bleeds upon scratching be possibly a sign of eczema?

Yes. It can be a sign of eczema. Are there similar areas elsewhere on the skin? It can be a fungal infection, which has gone secondarily infected. Would be able to help you when we see the pics of the area. Use a mild soap like dove. Do not use strong tubes like betnovate or quadriderm in that area.

No...Fungus or yeast infection....common around skin folds like thighs and genitals.. avoid sweating, sharing clothes,towels and soap.. specific medicine required depends on the severity.. for detailed prescription do direct online consultation by sending photos.
