Plasma cell balanitis

What is the mainstay treatment for zoon balanitis?? Initially the doctor prescribed me steroid cream, which was kind of effective but it cannot be used for a long time. As soon as cream is stopped, the inflammation spot within hours returns on specific part of the glans and part under the foreskin area. I don't wish to go for circumcision.
Please help me .
