For Retracting penile skin: Do masturbation with hand while seating /lying down in whichever position you are comfortable. Before starting masturbation, retract penile skin as much as possible without pain, than apply moisturiser cream/ lotion /vaselline over whole circumference of penile skin. Do masturbation by retracting and forwarding penile skin. Don't do harshly. With regular practice over periods of few weeks your penile skin will get retracted more. After 2-3 months whole penile head get opened.
Next Steps
In case of painful retraction and difficulty in opening penile head even with exercises, you have to do local examination by general surgeon. In case of need, a small operative procedure called circumcision will be required lastly.
