hi there. usually in trained hands, side effects are no more than a slight redness or few black spots which disappear in 3 - 5 days.
permanent reduction means giving you a hair free period of 3- 6 months depending upon case to case and reducing the number of hairs by 60-80%.
you have to go for touch ups time and again to maintain your hair free periods.
