Partial tear of extra-articular ligament
Do extra-articular ligaments such as MPFL and MCL have blood flow in them and do partial tear in the ligament heal themselves to normal without surgery?

Partial tear will heal but needs immobilisation  and also it depends on the grade of injury.

It's depends of level of tear But most of them heal themselves
