It is not necessary that whenever you will feel pain there is fracture. You were expecting fracture it means there is some kind of trauma in shoulder joint. Pain may be due to peri arthritis, adhesive capsularitis ( also known as frozen shoulder) or any other reason .
All these needs investigations like X-ray, blood test and clinical examinations etc.

I guess you had a trauma to shoulder, and if there are no fracture and it has crossed 3 weeks since injury, then yes you need to be investigated further for cause of pain
