Consult with a dentist

You need to consult an Orthodontist.. Whether you need braces or braces with surgery, would be decided by him after a proper case study and analysis.. Similarly cost would depend upon what the exact treatment would be, the complexity of the treatment, the duration of the treatment and ofcourse the clinic/doctor that you visit..
Next Steps
Please visit an Orthodontist and get a proper consultation done..
Health Tips
You can also visit a General Dentist who would be having a visiting/consulting Orthodontist.. Most General Dentists do have someone..
