If you will keep feeding formula to you baby , she will not have any desire to suck at your breast as she will not be hungry. The major stimulus to milk production is sucking and complete breast emptying  which stimulates the production of the various hormones involved in breast feeding . Also check if your nipples are inverted as that may be a cause why baby is not able to latch on to the breast . If that's so then that issue needs to be addressed . Total lactation failure is extremely rare so don't think that is  happening to you . With the right amount of diligence and patience you will be able to breast feed your baby
