Greetings. There are subsets of normal individuals who do not develop adequate hair for their age. You can wait for another year or so and see if it comes. The other option is to meet a Dermatologist and share your concerns. Laboratory evaluation may be needed to rule in or rule out any hormonal cause of such issue. Many a times, it is constitutional i.e you do not have any problem but your hairs have limited capacity. No wonder medications will help. The market is full of fake brands and waiting for customers like you. Apply your knowledge and reasoning and decide.

Hi, greetings! The growth of facial and body hair depends on many factors, many genetic and hereditary factors – which also affect the age at which these appear. This may be in early or even late 20s for some individuals. Usually it is not a matter of concern if there is no problem with other secondary sexual characters. However, if there is any problem with other secondary sexual characters, you must see an endocrinologist. If not, discuss with your dermatologist – the use of peptide based/ minoxidil based solutions may be worth a try - if you are very concerned about growing hair on your chest. Hope this helps.
