A part of NB-UVB-induced repigmentation may be explained by NB-UVB-activated vitamin D3 synthesis which in turn induces hair follicular bulge to induce melanin synthesis.
Succes rate is variable based on type of vitiligo you treat and who is handling it with his/her knowledge on this process and I would always advise to go to a dermatologist ( no online devices )
Side effects I would say if done on a proper parameters after assessment you should be fine
