My skin become dull and uneven dark skin

Hi.. 5 year a go I started using skin light and some steroids cream to become fair unfortunately after a year my skin become dark and my natural colour also become dark. I have seen lots of doctors in bangalore I have visited skin clinic also but I have not seen any results. I have try dermadeo soap mild face wash and many of cream also but no results under my eye become dark hyper circle I'm suffering hyperpigmentation on my face On my cheeks red colour pimple like hormonal pimple I don't have pcos pcod thyroid etc .. I can't find my skin solution I want even skin and glass clear skin and without pimple and pigmentation on my face See my pic my skin look like old age lady and my eye area and cheeks etc ...
