Hello! I understand your question and concern. You have been prescribed folic acid as intestinal surgery can cause deficiency of certain minerals and vitamins. I dont know why you were started on ciplar. I would need to see your detail history. Intestine surgery affects how your body takes up nutrients so taking supplements is unfortunately necessary or you could end with deficiencies.
Next Steps
Have you a regular checkup since last 10 years? If you consult me I might be able to suggest some lab packages and cheap supplements.

No... It is likely that your body (post surgery) has difficulty absorbing folic acid from food.
