I have my blood glucose 117 fasting and 164 PP... so am I diabetic. Also have lot of dizziness and fatigue

Your blood sugar level suggest u are pre diabetic but u need to get Hb1Ac for confirming the same.. Prediabetes patients are highly likely to progress to diabetes in near future if no lifestyle modifications done at right time.. Get Hb1Ac and consult Endocrinologist
