When Ef is 64 and type 1 diastolic dysfunction its not heart failure unless there is severe aortic regurgitation. Meet cardiac specialist.

You have not mentioned the severity of aortic regurgitation, which is important. Moderate to severe aortic regurgitation will cause heart failure and diastolic dysfunction will add to it.
It can be controlled with proper treatment and medicines
