83 mg/dl is still within the normal lower limit . It also depend upon wether you taken a meal before /how much time before testing it

just drink coffee with some sugar or lemonade with sugar and salt it will cover both blood pressure and sugar

If your sugar or Bp is extremely low then oral fluids or sugar aren't useful you have to go to hospital for IV fluids such as DNS in case of low sugar
